Random SelectResourceThis is probably the first place anyone should go to learn about MUGEN. You can find download links to characters, backgrounds -- even full games are hosted here. Very high quality stuff. Highly recommended.
MUGEN GUILDForumEasily the best Mugen forum, IMHO. The associated download sites are worth visiting and there are plenty of tutorials, download links, etc. to be found in their forums. Highly recommended.
Fanatic MugenResourceOkay, so you've played Mugen and wondered if someone has made "________" character. Wonder no more. MugenMuseum lists everything ever made by anybody. EVER. So if you've been dying to find a particular creation, this is the site for you.
Mugen HistoryResourceThis site hosts some very good downloads if you're looking to build-up your Mugen roster. Recommended.
Mugen-InfantryForumAnother good forum site, with plenty of hosted downloads. Nice.
